Background: A Crisis of Capacity
The UK is facing a prison capacity crisis, to solve this the Ministry of Justice is shifting the pressure from prison to probation. With a planned 2x increase in tagged individuals by 2026, the probation service is already facing a 10,000 person shortfall — is at a breaking point.
Problem: Outdated & Inhumane Tech
The current system hasn't been redesigned in 34 years. Current technology is unfit for purpose which reduces complex human lives to context-free alerts and causing systemic harm. When broken tech meets an overstretched system, people are reduced to alert. This leads to unnecessary recalls and traumatic outcomes, like mothers fearing to seek medical care to avoid "breaching" their tag.
Opportunity: Why Now?
With the UK’s national electronic monitoring contracts valued at £505 million, set for renewal in 2030, the justice system is at a critical turning point. This "Policy Window" offers a rare opportunity to disrupt the current monopoly and replace outdated, failing technology with a more resilient, human-centric service. Beyond the UK, the global EM market is projected to reach $2.3 billion by 2028.
Beacon is positioned at the intersection of this massive investment and the urgent demand for systemic reform, turning a crisis of capacity into a global opportunity for innovation.
